Politicians are truly out of touch if they think that ordinary people can embed hidden messages in unicode with steganography.
If they're worried over people mapping abstract cultural and political ideas to emotes, then they need to mind their own business and quit infringing upon their citizen's human rights. Specifically the right to freedom of speech.
